Belmont Industrial Estate, Durham
TPS, working closely with ELG Planning, on behalf of the Mandale Group, were appointed to prepare a Transport Statement and Travel Plan to accompany a planning application for a change use at the Belmont Industrial Estate, Durham. The site, which had previously been home to the LG Philips plant, benefitted from a part B1 office land use classification, which needed approval to be developed as a B2 /B8 land use; particularly a distribution centre.
Considering the forecast traffic movements and the nature of the surrounding highway network, we demonstrated and concluded that the proposals would have no detrimental impact on the operation of the local highway network. TPS asserted that, in line with the National Planning Policy Framework (NPPF), therefore, the development should not be refused on transport grounds. In addition, our vehicle swept path analysis using the Autodesk vehicle tracking tool, demonstrated that the proposed access alterations would accommodate the movements of articulated, heavy good vehicles.
Our Framework Travel Plan (FTP) established a structure for the promotion of sustainable travel options across the multi occupier site. In preparing the report, TPS could draw upon our significant experience of travel plan preparation and implementation at multi occupier sites across the U.K., including at Thorpe Park in Leeds, Newcastle Great Park, Sci-Tech Daresbury, Calder Park and Sheffield Business Park. The FTP proposed a series of practical measures that would be delivered on a site wide basis for the benefit of all occupiers; it also proposed a series of measures which could be delivered by individual businesses to complement and expand upon the site wide measures.
