Northgate, Morpeth

This 225 home development on the north-western fringe of the historic market town of Morpeth allowed TPS to work once again with its regular client, Taylor Wimpey (North East).

The Reserved Matters planning application for the Northgate Hospital site, located directly adjacent to the A1, saw TPS work closely and collaboratively with Taylor Wimpey and Northumberland County Council.  We drew upon our extensive development planning skills to demonstrate that the forecast impact of development related traffic on the local and strategic road network is in line with the original planning consent.  Particular regard was given to the effect of the development on the proposed Morpeth Northern Bypass

TPS completed a comprehensive scoping exercise with the County Council with particular reference to the supporting Transport Assessment and Travel Plan reports.  This process, in line with the recommendations of Guidance on Transport Assessment, helped TPS to avoid long running, post-submission discussions with the highway officers.

Quality submission documents were provided to Taylor Wimpey, the design team and the local authority as part of the planning application, and the Transport Assessment (TA) included:

  • Local and national land use and transport planning policy analysis;
  • A rigorous assessment of site accessibility and the local transport options;
  • A TRICS based traffic generation analysis;
  • A traffic distribution exercise;
  • A review of junction capacity modelling; and
  • The implications of the Morpeth Northern Bypass.

Accompanying the TA was a detailed Travel Plan (TP), which identified and recommended the best ways to positively influence sustainable travel behavior and encourage a move away from the private car; including measures to encourage the adoption of sustainable travel modes, provision of travel information for new residents, and a monitoring and reporting regime designed to ensure that the TP remains active and relevant for the period of the development and beyond.
